JOB TITLE: Program Coordinator II

The International Center for AIDS Care and Treatment Programs (ICAP), Mailman School of Public Health is seeking a Program Coordinator who will work in the Zambia Country Office. The Program Coordinator will be responsible for ensuring the smooth operation of technical efforts and field activities by coordinating program information and providing programmatic, administrative, financial and logistical support for the ICAP-Zambia program. Incumbent will work with the ICAP Zambia Country Representative, Technical Officers and ICAP-NY staff, including Desk Officer, Finance Officer and Program Director, to facilitate technical assistance and to keep field staff and consultants informed of the status of specific field activities as well as broader ICAP issues.

Provide programmatic support for in-country field team:

  • With support from country representative, provide programmatic oversight, accountability and ensure timely implementation, monitoring, and evaluation of all relevant HIV activities at the field level.
  • Ensure that the project timeline is respected and that output targets are achieved
    Provides administrative support in the development, implementation, and monitoring of program objectives.
  • Serves as a principal liaison between Technical Advisors and site activities on day-to-day programmatic, operational, and administrative issues; facilitates trainings/seminars, meetings and special projects.
  • Coordinates activities of administration and financial staff, engaged in day-to-day implementation and administration of program activities.
  • Work with ICAP's existing partner and organize the selection of additional partners. Liaise with external partners, notably District Health Authorities and other NGOs
  • Attend relevant meetings on behalf of ICAP
  • Coordinate with ICAP Headquarters (logistics, administration/HR, and finance) to ensure adequate operational support to the project
  • Write, edit, and coordinate the development of training manuals, guidelines, job aids, newsletters, and/or brochures, as appropriate to the program.
  • Coordinate the collection and analysis of data; preparation of scheduled and special reports; and the maintenance of program records and statistical information.
  • Assist with grant and/or proposal writing as appropriate to the objectives and funding nature of the program; may participate in other fundraising activities.
  • Perform specialized activities in direct support of the accomplishment of program objectives.
  • Perform other duties as assigned.

Provide management support for in-country field team:

  • Serve as liaison between field office and home office on relevant administrative and management issues.
  • Travel locally to conduct administrative business on ICAP's behalf .
  • Maintain hard copy and electronic operating files, such as topical and chronological files, concurrences, technical reports, contract deliverables, and others as required.
  • Assess and provide guidance on implementation of activities in terms of applicable contract, federal, and CDC regulations.
  • Carry out other relevant tasks, as necessary.  

MINIMUM QUALIFICATIONS:

  • Requires a bachelor's degree or equivalent and 3 years experience working in the field of international health, family planning, or development.  
  • Excellent written and verbal English language skills.
  • Strong interpersonal and cultural competency skill.
  • Ability to work comfortably with Microsoft Office software, specifically Word, Excel, and PowerPoint.
  • Ability to work independently and manage various tasks in a team setting on a daily basis, with minimal supervision.
  • Strong organizational and communication skills.  

PREFERRED QUALIFICATIONS:

  • Master's Degree in public health, public/international affairs or related discipline preferred.
  • Developing country experience and experience with CDC awards highly desirable.
