JOB TITLE: Country Director
LOCATION: Lusaka, Zambia
OVERALL JOB FUNCTION:
The International Center for AIDS Care and Treatment Programs (ICAP) is seeking a Country Director who will be responsible for managing all aspects of the program to ensure its success, including strategy, budgets, implementation, and team management. As the lead representative of ICAP in Zambia, incumbent will ensure that all actions of the country team are consistent with ICAP’s goals and in support of the Zambian Ministry of Health and Social Welfare. Reporting to the Program Director, incumbent will guide program administration, implementation and fiscal management while supervising a team of individuals who provide technical assistance and support in the implementation and evaluation of the HIV programs. Incumbent will coordinate activities with the Ministry of Health, donors, and partners and serve as liaison with ICAP headquarters. Incumbent will oversee program operations and reporting, including compliance with donor regulations/procedures, local policies and laws, and perform other duties as assigned.
MINIMUM QUALIFICATIONS:
- MPH, RN, MD, Ph.D., Ed.D, or professional equivalent
- 5 years experience in health programs management in Sub-Saharan Africa
- Experience with developing-country health care programs
- Extensive HIV/AIDS experience strongly preferred. Pediatric HIV/AIDS experience a plus
- Proven ability to ensure high quality program outcomes
- Experience working in collaboration with local government partners
- Experience working with U.S. government or other bilateral donors
- Experience supervising international and national staff
- Previous budget and fiscal oversight responsibilities
- Strong organizational, diplomatic, and communications skills
- Must be flexible to adapt to changing requirements
- Must be culturally sensitive and have the ability and interest in identifying, working, and integrating national talents in the expatriate staff structure
- Must be computer literate and able to use Windows 95, MS Office, WP, and Excel; knowledge of e-mail and of standard office equipment
